Spoon, coin silver, Bard and Lamont

This coin silver spoon is ~5-3/4 in length and hallmarked Bard & Lamont, silver makers of Philadelphia between 1841 and 1845.

There is and insignia of The Fourth Regiment of Artillery (crossed cannons with a shield in the center with the numeric character 4) on the front of the handle. There is also a "28" stamped in the back but I do not understand it's significance. You can read about the 4th Artillery who fought in the Indian Wars and the Mexican War at NAMED CAMPAIGNS - INDIAN WARS and at THE FOURTH REGIMENT OF ARTILLERY.
