It is meant to be clamped to a shelf of work board. The bottle is clamped into position underneath. Moving the handle up to position readies it, moving the handle down turns and drives the screw and then pulls the cork in one motion.
It is 8-1/2" from bottle clamp to top, has patent dates of 1896 and 1897, and has a metal plate attached that says "H. T. Lacy & Co., Bar Glasswar and Supplies, Kansas City, Missouri."
This puller has seen a lot of use and most of the plating is worn off. It is in original as found condition.
