From the casting, I believe that it is late 19th century or early 20th century. It has a sheet steel housing with cast iron top (marked "G M") and base and is 14" tall. The base is 8-1/2" wide by 7-1/2" deep. There is a brass ring that was attached to the top casting.
The support for the end of the rod has a tripod cast iron base with paw feet.
